Description

JOB PURPOSE:

The Program Director for the Eagle Lake Children's Center is responsible for the efficient operation of all residential services provided to Unaccompanied Minor Children (UC) in care. The Program Director will oversee the facility's day-to-day program management, ensuring program, state, and federal compliance, as well as fostering collaborative relationships with Federal and Local Stakeholders. The program director will supervise key program staff, including the Assistant Program Director, Clinical Supervisor, Lead Case Manager, PSA Compliance Manager, Education Coordinator, and other positions. The ideal candidate is a child welfare expert with proven leadership experience managing residential child (adolescent) care services.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES:

  • Full responsibility and authority of children and staff in this residential setting.
  • Comply with Endeavors, ORR, and State policies and procedures governing the program and ensuring that the program is operating in maximum efficiency.
  • Monitor compliance for all operations, including human resource laws and best practices, contractual fidelity, local and federal laws and regulations governing operations, and fiscal/auditory compliance at their shelter.
  • Initiate purchase requests; receives supplies and equipment; and maintains related fiscal and inventory control records.
  • In conjunction with Human Resources, screen, interviews, and hires staff, and provides specific program-related orientation for new staff.
  • Supervise staff working a variety of shifts, weekends, holidays, and overtime; ability to respond to crises when necessary.
  • Develop and promotes community relations with public and/or private social services and other agencies and programs.
  • Meet with local officials, public and private agency heads, community groups, and the general public to explain the facility's functions, programs, and role in the community.
  • Plan, implement, supervise, and evaluate the details of the program, including the safe and timely release of children in care.
  • With assistance from the Program Management Team, monitor progress and ensures training compliance.
  • Maintains and audits all facility, client, and staff records, complying with Federal and State regulations.
  • Exercises considerable judgment, discretion and initiative in the performance of duties within established policies and procedures.
  • Oversees training curriculum and compliance to include but not limited to the CPI program, UC training, First Aid/CPR, and new employee Orientation.
  • Stay up to date on current trends and theories related to the program, while proactively recommending changes to agency policy and practices, as necessary.
  • Meet or exceed program productivity expectations on a regular and sustained basis.
  • Overseeing staffing patterns to ensure the supervision and provision of child-care services that meet the needs of children in care.
  • Ensure the provision of planned but flexible program activities designed to meet the developmental needs of the children.
  • Have a system in place to ensure all employees are available and trained to handle emergencies.
  • Assign tasks to caregivers that do not conflict or interfere with caregiver's own responsibilities.
  • Manage the shelter according to Endeavor's policies and procedures and ensures the operation complies with applicable rules of 748.535, Chapter 42 of the Human Resources Code, Chapter 745 of the GRO (relating to Licensing), and other applicable laws.
  • Other duties as assigned.

ADDITIONAL QUALIFICATIONS/REQUIREMENTS:

  • Proficiency in Spanish/English (written and spoken language skills), highly preferred.
  • Excellent interpersonal skills, including good communication skills, listening skills, and attitude.
  • Intermediate proficiency in Microsoft Office products and Google tools.
  • Ability to pass required medical exam and have the physical ability to fulfill essential functions.
  • Successfully pass a TB test annually.
  • Successfully pass a drug screen.
  • Pass a criminal history screen, including state and local child protection agency registries.
  • Ability to work independently and exercise a high level of confidentiality.
  • Affidavit for Applicants for Employment with a Licensed Operation or Registered Children's Home.

EDUCATION: Bachelor's degree in social work or an equivalent degree in education, psychology, sociology, or other relevant behavioral science; Plus five years of experience as a supervisor of a licensed residential youth program, or similar program for minors; or five years of progressive project management experience on projects demonstrating advanced level of financial and managerial responsibilities.

LICENSES: Driver's License with clear record required.

VEHICLE: Must have daily use of a vehicle without prior notice. Valid driver's license, access to an automobile, insurance, and willingness to drive to off-site locations, highly preferred.

OTHER: Must be available and willing to travel to various locations (30-40%) and with such frequency as the business need dictates. Must be available and willing to work nights, weekends and holidays as required to meet business needs. Willingness to work other duties as required. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
